# HR Capabilities: Governed Actions and Authorizations

> Reference the governed capabilities available in the Human Resources domain, including read, write, communication, and workflow actions with concrete examples.

Every action in the HR domain is a governed capability. Capabilities define what can be done, who is authorized, the scope of the action, and the receipt that is generated. Write capabilities always require source-system feedback.

## Read Capabilities

| Capability | Example | Authorization |

| `hr.candidate.read` | View candidate profile and pipeline stage | Recruiter, Hiring Manager |
| `hr.employee.read` | View employee directory entry and history | HRBP, Manager |
| `hr.offer.read` | View offer details and approval chain | Recruiter, Offer Approver |
| `hr.review.read` | View review form and feedback | Manager, Reviewee |

## Write Capabilities

| `hr.candidate.stage.update` | Move candidate to onsite or offer | Recruiter |

| `hr.review.launch` | Start a performance review cycle | HRBP |
| `hr.policy.attest` | Record employee policy attestation | Employee (self) |

## Communication Capabilities

## Workflow Capabilities
